What exactly do these standards measure?

All three standards regulate formaldehyde emissions from wood-based panels. Formaldehyde is naturally present in wood and is also used in adhesives that bond the core materials of the panels. The lower the formaldehyde emissions, the safer the product is for the indoor environment. The key differences lie in the testing methods, limits, and regulatory scope of each standard.

E1 – Global Benchmark

E1 is the most widely recognized mandatory standard globally. According to European EN 717-1 and Chinese GB 18580 standards, the limit is ≤0.124 mg/m³ (measured using the 1m³ chamber method).

Market Applicability: This is the legal minimum standard for interior decoration materials in the EU and China. Most international projects require E1 as a basic requirement.

However, we would like to point out that E1 is increasingly seen as a “minimum requirement” rather than an advantage. Many of our European customers now demand lower emission standards, prompting us to move up to higher levels.

E0 – A Premium Choice for the Health-Conscious Market

E0 represents a higher voluntary level in China (GB/T 39600-2021), with a limit of ≤0.050 mg/m³, approximately 60% lower than E1. This level is ideal for bedrooms, children's rooms, and other sensitive indoor spaces with extremely high air quality requirements.

Key Point: Starting in June 2026, China's new mandatory standard GB 18580-2025 will require all finished wood products to meet the E0 standard, which is rapidly becoming the new benchmark in many regions.

Please Note: E0 and CARB P2 are not interchangeable, although both have low emissions. The testing methods and certification systems are completely different. If you are shipping your products to North America, you will need to comply with the specific CARB certification program described below.

CARB P2 – The Most Stringent Regulatory System in the US

CARB P2 refers to the second phase of regulations for composite wood products issued by the California Air Resources Board (CARB). CARB P2 is mandatory for any product sold in California and is increasingly recognized as the gold standard in other US states and among some international retailers.

Emission limits depend on the board type:

Particleboard (PB): ≤0.09 ppm

Medium-density fiberboard (MDF): ≤0.11 ppm

Testing follows ASTM E1333 or D6007 standards, using ppm (parts per million) rather than mg/m³, therefore the values cannot be directly compared to E0/E1.

CARB P2 is unique not only in its stringent limits but also in its rigorous factory certification requirements. This regulation requires manufacturers to establish a third-party audited quality management system and have an in-house laboratory to test every batch of products. This ensures continuous product compliance, not just single-sample compliance.
